The National Aeronautics and Space Administration (NASA), Kennedy Space Center (KSC) Flight Operations operates and maintains three Airbus H135-F2 T3 aircraft and associated aerospace ground equipment in support of various NASA and government missions. The Kennedy Flight Operations Contract (KFLOC) will provide maintenance and flight operations for NASA KSC's aircraft utilizing the Airbus H-Care Infinite Program for the KSC Airbus H135-F2 T3 aircraft fleet. The contractor shall supply KSC with all the services (technicians and crew support/pilots) necessary to operate and maintain the aircraft. The contractor shall provide initial and recurrent training for contractors operating or performing work on the aircraft or support equipment. To ensure the highest levels of safety and to preserve residual value to the Government, all work performed by this contract shall be with Airbus certified parts, procedures, and personnel. The Government intends to award a contract on a sole source basis to Airbus Helicopter, Inc. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

Kennedy Space Center (KSC) intends to award a sole-source contract to Airbus Helicopters, Inc. for H-Care Infinite maintenance and operations services for three Airbus H135-F2-T3 aircraft. Airbus will provide all services (includes technicians and crew support/pilots) necessary to operate and maintain the three aircraft and support equipment, which includes the avionics, aviation ground support equipment, and special tooling. Interested sources may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. Eastern Standard Time on June 15, 2020. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
