Combined Synopsis / Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation 80KSC020Q0002 is issued as a Request for Quotation (RFQ). The solicitation number 80KSC020Q0002 shall be used to reference any written quote provided under this RFQ. Oral communications are not acceptable in response to this notice. The following attachments are included in this solicitation: 1. Justification for Other than Full and Open Competition (JOFOC); and, 2. Statement of Work (SOW). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-01 dated 12 Nov 2019 and NASA FAR Supplement (NFS) modified through Procurement Notice (PN) 19-12 dated 1 Nov 2019. This is not a request for competitive offers. This is a sole source requirement in accordance with FAR 6.302-1(c) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. NASA/KSC intends to award to INFICON, Inc., 2 Technology Place, East Syracuse, NY 13057-9707; as they are the sole source capable of fulfilling the Government’s requirement. However, the Government will consider any responses from responsible sources capable of providing the exact line items in this solicitation if received before the closing period of the solicitation. There is no small business set-aside associated with this requirement. The applicable NAICS code is 334513 – Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. The small business size standard is 750. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. NASA Kennedy Space Center (KSC) has a requirement for Inficon MPH Transpector Residual Gas Analyzers, vacuum gauges, spare instrument parts, test analysis, and consulting support, as detailed in the SOW (attachment 2). The requirement for this acquisition is to provide and deliver the supplies and services listed in the attached SOW. All work shall be performed in accordance with the attached SOW. The description of the requirements and delivery dates is listed in the SOW. Delivery shall be FOB destination, Kennedy Space Center. In addition to price and delivery, quote should include your cage code, DUNS number, and taxpayer ID number. Response Due Date: Quotations should be emailed to Rose A. Dougherty no later than 12/11/2019 at 1:00pm EST. The anticipated award date is 12/13/2019.
