Question: Are proposals submitted in response to the xEVAS solicitation required to include the Government Task Agreements (GTAs) that have been worked with the agency. If so, in which volume should they be submitted? Answer: Paragraph (b) of Provision L.18.4 states, "The Offeror shall submit all GTAs, using the form at Attachment L-06, Government Task Agreement Form, in accordance with instructions in the form and shall include the returned agreement(s) as an attachment(s) to its proposal." Table L-1 of provision >18, Instructions to Offerors, requires any GTAs to be included in the Mission Suitability Volume (Volume II) of the proposal. Note that GTAs are excluded from the page limitation of Volume II. You are notified of the following: The anticipated release date of the solicitation is changed to September 29, 2021. NASA's responses to questions and feedback received from Industry as a result of the draft RFP will be posted with or prior to the solicitation release. The anticipated proposal due date is December 1, 2021. A Pre-Proposal Conference is planned for one week after the release of the solicitation. Registration details will be provided in the cover letter that will accompany the solicitation. You are notified of the following: The anticipated release date of the RFP has changed to no earlier than September 27, 2021. NASA/JSC plans to issue a Request for Proposal (RFP) for the Exploration Extravehicular Activity (EVA) Services (xEVAS) contract(s) for EVA services that provide NASA EVA capability for NASA's Human Exploration missions, including, but not limited, to support to the International Space Station and Artemis programs through 2034. The contractor(s) will be responsible for leveraging Government and/or commercial investments to provide an EVA system (space suit, associated hardware and services) for a successful demonstration in a relevant environment and initial certification for first use by NASA crew members. Additionally, the contractor(s) will be awarded task order(s) to provide recurring EVA services for ISS and/or lunar missions, including, but not limited to: use of certified suits by NASA crew members in EVAs; mission planning; support to ground operations (fitting, training, etc.); and support to real-time EVA operations. The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 336414, Guided Missile and Space Vehicle Manufacturing, and 1,250 employees, respectively. The anticipated release date of the RFP is on or about September 20, 2021 with an anticipated offer due date of on or about October 20, 2021.
