This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures in FAR 13.5. The solicitation number is 80JSC020R0020 and is being issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. NASA is seeking a qualified contractor to provide Engineering Support for Six-degree-of-freedom Dynamic Test System (SDTS) Facility Development, Simulation / Modeling, & Testing, Couple Loads and Vibro-acoustics Linear / Non-linear Modeling, Analysis, & Simulation, Day of Launch (DOL) Vehicle Load Indicator (VLI) Simulation / Modeling Development & Analysis Methods, and Advanced Docking Systems (ADS) Simulation / Modeling & Testing. SEE ATTACHED STATEMENT OF WORK This procurement is a total small business set-aside. The associated NAICS code and size standard are 541511 and $37 million. Delivery to NASA Johnson Space Center at 2101 NASA Parkway, Houston, TX 77058 is required within 12 months ARO. Delivery shall be FOB Destination. The following clauses and provisions are incorporated (full text of the clauses and provisions may be accessed electronically at https://www.acquisition.gov/browse/index/far or https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf Offerors shall provide the information required by FAR 52.212-1 (OCT 2018), Instructions to Offerors-Commercial Items and the addendum to FAR 52.212-1. (see attached Terms and Conditions) FAR 52.212-2, Evaluation -- Commercial Items (see attached Terms and Conditions) All offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, or complete electronic annual representations and certifications at SAM.gov with its offer. FAR 52.212-4 (OCT 2018), Contract Terms and Conditions-Commercial Items is applicable. (See attached Terms and Conditions) FAR 52.212-5 (JAN 2020), Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items is applicable.
