This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation, number 80JSC020Q005, is issued as a Request for Quote (RFQ) for a field-emission scanning electron microscope (SEM). SEE ATTACHED STATEMENT OF WORK. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. This procurement is Full and Open Competition. The associated NAICS code is 334516. The size standard is 1000 employees. Delivery to NASA Johnson Space Center 2101 NASA Parkway Houston TX 77058 is required 5 months or less after award date. Delivery shall be FOB Destination. The following clauses and provisions are incorporated (full text of the clauses and provisions may be accessed electronically at https://www.acquisition.gov/browse/index/far or https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf) Offerors shall provide the information required by FAR 52.212-1, Instructions to Offerors -- Commercial Items (MAR 2020), which is incorporated by reference. FAR 52.212-2, Evaluation -- Commercial Items (OCT 2014). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are in descending order of importance and shall be used to evaluate offers: All offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (MAR 2020), or complete electronic annual representations and certifications at SAM.gov with its offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items (OCT 2018) is applicable. Telephone questions will not be accepted. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of the provision at 52.212-3 (July 2016), Offeror Representations and Certifications - Commercial Items with their offer.
