The purpose of this amendment is to change the anticipated release of the final RFP and the anticipated offer due date. Solicitation No. 80HQTR20R0016 Procurement Title: U.S. Global Change Research Support Program National Coordination Office Support Services National Aeronautics and Space Administration (NASA) Headquarters' (HQ) plans to issue a Request for Proposal (RFP) for technical and administrative support for the United States Global Change Research Program (USGCRP) National Coordination Office (NCO) in Washington, D.C. The Government anticipates awarding a Cost-Plus-Fixed-Fee Hybrid Core plus Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541611 and $16.5M, respectively. The anticipated release of the final RFP is on or about July 31, 2020 with an anticipated offer due date of on or about August 31, 2020. The firm date for receipt of proposals will be stated in the RFP. The requirement will have a five year period of performance and ordering period. The potential effective/ordering period is one year base period and four – one year option periods. All responsible sources may submit an offer when applicable, which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The National Aeronautics and Space Administration (NASA) Headquarters is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals to provide support for the United States Global Change Research Program (USGCRP) National Coordination Office (NCO). This also may include support for a Technical Support Unit (TSU) for one of the working groups of the Intergovernmental Panel On Climate Change (IPCC) should the United States take on the leadership of one of the Working Groups during the lifetime of the contract. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. Information obtained will be used to assist NASA Headquarters in determining what sources are available that have the required capabilities and are interested in supporting this program. NASA Headquarters requirements include, but are not limited to, the following: Provide program, technical, financial management, and administrative staff support for the USGCRP National Coordination Office (NCO), TSU, IPCC, and major USGCRP activities such as the National Climate Assessment (NCA), as well as in new topics that may arise in response to changing USGCRP priorities. Respondents must demonstrate capabilities, expertise and experience within the last three years in all the following functional contract elements: Management, Supervision and Oversight; Technical Management, Coordination, Facilitation for the National Science and Technology Council (NSTC) Subcommittee on Global Change Research (SGCR) and its associated Interagency Working Groups; Support for Ongoing Climate Assessment Processes; Administer Support, including Financial Management, Accountability, Controls and Reporting; and Website Development, Design, Maintenance, and Enhancements and Information Technology Network Maintenance and Enhancements. Respondents to this RFI shall provide a one-page summary with their capability statement with the following information: 1. Business Information a. Company name and address b. DUNS Number c. List of relevant government and/or private sector contracts and subcontracts it has performed, or is performing within the past three years, include point of contact information - name, phone, and e- mail address. Relevant is defined as same or similar to the proposed effort in scope and complexity. b. Discuss your experience and why you deem the experience to be relevant and of value to this requirement. In particular, discuss your experience in the following areas: - Support for scientific research planning and coordination in the areas of climate change and global change; this should include discussion of experience in cooperating with and managing scientific staff (e.g., Masters- and Ph.D.-level workers with scientific backgrounds) - Facilitating the use of scientific information in climate-related decision-making: including but not limited to supporting adaptation planning, facilitating stakeholder engagement, and performing science translation activities in support of increasing the usability of scientific information in decision-making - Supporting Federal interagency processes, including facilitating interactions between multiple Federal departments and agencies and between those agencies and the policy-level processes of the Executive Office of the President (e.g., the Office of Science and Technology Policy, the Office of Management and Budget, and the Council on Environmental Quality) - Supporting the production of major government reports - Providing strategic and operational expertise in Information technology, information architecture, and web-based deployment of scientific information - Experience with coordinating delivery of high-visibility products produced by multiple entities in a dynamic environment of changing deadlines and requirements c. Discuss specific lessons learned or best practices developed from this above-described experience, including cost savings to the government, that are relevant to this requirement. d. Identify any award or accomplishment within the last three years that relates to the aforementioned contract areas; provide name, date, and type of award; and provide point of contact information for likely verification of stated capability. The size standard under NAICS Code 541611 is average annual receipts of $15 million.
