NASA/GSFC has a requirement for engineering services and related services to the Mission and Instrument Systems Engineering (M&ISE) services and related work to the Engineering and Technology Directorate's (ETD) Mission Engineering & Systems Analysis Division (MESA) and related organizations throughout GSFC as required for the formulation, design, development, fabrication, integration, testing, verification, and operations of guidance, navigation and control (GN&C) space flight and guidance system hardware and software, including development and validation of new technologies to enable future space and science missions. NASA/Goddard Space Flight Center intends to issue a sole source contract to Trident Vantage Systems (TVS) LLC on a sole source basis to extend the current contract’s effective ordering period by an additional 8.5 months from August 15, 2021 through April 30, 2022. This is a Cost-Plus-Fixed-Fee (CPFF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, NNG15CR65C. The rationale supporting this sole source award to TVS, LLC is in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements” and is based on the nature of the work to be performed, the short duration of the extension period, and the fact that NASA/GSFC currently has a competitive follow-on procurement underway. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to jasmine.n.jett@nasa.gov not later than 3:00 p.m. EST on 7/26/2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
