NASA GSFC is seeking industry comment on a draft Enterprise Next (ENX) acquisition for enterprise-level development, sustaining engineering, and operations of NASA’s Science Data Archives, with coordination across data archive projects, science data centers, investigator teams, and SMD organizations. The acquisition will be a full and open competition resulting in a hybrid IDIQ that can issue CPFF or FFP task orders over a 5-year ordering period. The planned Final RFP release is January 2027, with anticipated contract award in June 2027 and contract effective date in August 2027; a 45-day phase-in will be established via an FFP task order. Work will be performed onsite at NASA GSFC and offsite at the contractor’s facilities. NASA has identified a potential organizational conflict of interest and includes requirements for an OCI plan and AI/Super Intelligence use transparency documentation.
