NASA's Terrestrial Hydrology Program requires commercially available airborne lidar and hyperspectral data collection and processing to produce high-resolution maps of snow depth and snow water equivalent over watershed-scale study areas. Data collection must occur approximately every 12 days, precisely timed to coincide with NISAR satellite overpasses for validating SWE retrieval algorithms. The primary performance location is the East and Taylor Basin in Colorado, with alternate sites including the Blue River Basin (CO), Tuolumne River Basin (CA), and Truckee River Basin (CA). NASA intends to award this as a sole source contract to Airborne Snow Observatories, Inc., but is accepting capability statements from other organizations to determine whether competitive acquisition is feasible.
