NASA/Goddard Space Flight Center (GSFC) intends to issue a sole source contract to acquire four atmospheric lidar instruments in support of the NASA Micro Pulse Lidar Network (MPLNET) Project. This requirement is for the purchase of engineering duplicates of existing atmospheric lidar instruments: 4 mini micro pulse lidar systems (model AAA-0224-HD), and to upgrade each instrument’s data system with an additional data channel. The Micro Pulse Lidar (MPL) models supported by the NASA MPLNET project include the MPL-4B and miniMPL product lines. This requirement is pursuant to 10 U.S.C 2304 (c)(1) “Only one Responsible Source.” The MPLNET has been in existence for 23 years, and currently no other source is available within the market to provide the atmospheric lidar instruments that meets the Government’s needs, other than Droplet Measurement Technologies LLC. Furthermore, awarding to another vendor would not be feasible for meeting the Government’s schedule requirements and would be cost prohibitive to the government. There are not enough resources to perform the necessary characterization and qualification study to determine if another commercially available instrument of the same type would be acceptable. This contract will have an estimated delivery date of April 1, 2023. Droplet Measurement Technologies LLC is the sole supplier of the existing miniMPLs used by NASA MPLNET Project. The MPL models have been the only instrument used in and designed to the specific requirements of the MPLNET project. Droplet Measurement Technologies LLC is the only supplier who has the specified products which satisfy the project technical and the programmatic needs. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Nathan Freeman at Nathan.A.Freeman@nasa.gov not later than on December 08, 2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
