NASA/Goddard Space Flight Center (GSFC) has a requirement for the development and maintenance of algorithms supporting the Measurements Of Pollution In The Troposphere (MOPITT) instrument on the NASA Terra spacecraft. NASA/GSFC intends to issue a sole source contract to acquire the services from National Center for Atmospheric Research/University Corporation for Atmospheric Research (NCAR/UCAR) in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 – only one responsible source. The National Center for Atmospheric Research/University Corporation for Atmospheric Research (NCAR/UCAR) currently provides services to NASA geodetic stations under NASA contract 80GSFC19C0032. In accordance with the Memorandum of Understanding established between the Canadian Space Agency and NASA, NCAR/UCAR has been identified as the team leader for the development and maintenance of algorithms for the NASA Terra Spacecraft instrument MOPITT. During the 22 years of the Terra mission, NCAR/UCAR is the only organization that has accumulated unique experience in algorithm development and provided maintenance on calibrating the raw measurements to radiances, retrieval of the profiles of carbon monoxide from these radiances, and providing gridded products. These activities position NCAR/UCAR as a unique science team for the continuation of the MOPITT measurements of pollution activities. A 5-year contract is anticipated. The Government does not intend to acquire a commercial item using FAR Part 12. Organizations that have the capability of performing this work may submit their capabilities and qualifications to perform the effort electronically via email to Chyrette Copeland at chyrette.m.copeland@nasa.gov not later than on December 28, 2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
