NASA/GSFC has a requirement for engineering services and related services to the Mechanical Systems Division and related organizations throughout GSFC, as required, for the formulation, design, development, fabrication, integration, testing, verification, and operations of space flight and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. The engineering areas of emphasis are multidisciplinary with concentration in the mechanical engineering areas of materials, structural analysis and loads, mechanical design, electromechanical design, thermal, contamination and coatings, manufacturing, and integration and test. NASA/GSFC intends to issue a sole source contract extension to acquire the services from ATA Aerospace, LLC. NASA/GSFC intends to extend the current contracts’ effective ordering period by an additional seven (7) months with a three (3) month option. This extension will allow for the continuation of mission critical services under the MIST contract through June 13, 2021 for the seven (7) month base period, and, September 13, 2021 for the three (3) month option period, by which time the follow-on, competitive contract is expected to be awarded. This is a Cost-Plus-Fixed-Fee (CPFF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, NNG15CR64C. The rationale supporting this sole source award to ATA Aerospace, LLC is in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements” and is based on the highly soecialized services to be performed, the short duration of the extension period and the unacceptable delays in meeting the agency’s requirement, the duplication of costs as NASA/GSFC currently has a competitive follow-on procurement underway. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Makara Nevils at Makara.K.Nevils@nas.gov not later than 2:00 p.m. EST on September 28, 2020.. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
