NASA/Goddard Space Flight Center (GSFC) has a requirement for the continuation of services supporting NASA’s Earth Observing System (EOS) Aqua and Aura missions. This procurement action will require the contractor to provide engineering expertise necessary to resolve in-flight spacecraft anomalies. The contractor will provide anomaly resolution and fault isolation support for NASA’s EOS Aqua and Aura missions as required. NASA/(GSFC) intends to issue a sole source contract to acquire these services from Northrop Grumman Space Systems (NGSS) under the authority of FAR 6.302, “Only One Responsible Source”. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jonathon D. Wingerberg at jonathon.d.wingerberg@nasa.gov not later than 2:00PM on November 3, 2020. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
