NASA/GSFC has a requirement to support continuous operations, maintenance, and sustainment of the relay and direct-to-earth networks and their evolution toward a future architectural vision. Requirements include routine operations, contingency operations, software maintenance, hardware maintenance, network management, system administration, monitoring and notification services, IT security, interpretive analyses, enterprise management services, documentation and transition to operations activities. For evolution efforts, it also includes systems engineering activities to architect, design, analyze, validate, develop, fabricate, assemble, integrate, checkout, test, evaluate, verify, deliver, transition, document, and train as appropriate. NASA/GSFC intends to issue a sole source contract extension to acquire the services from Peraton Inc. This is a Cost-Plus-Award-Fee (CPAF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract. NASA/GSFC intends to extend the current contract's effective ordering period for an additional eighteen (18) months at no additional increase to the maximum ordering value. This extension will allow for the continuation of mission critical services under the Space Exploration Network Services and Evolution (SENSE) contract through September 30, 2027, by which time the follow-on, competitive contract is expected to be awarded. The rationale supporting this sole source award to Peraton Inc is in accordance with 10 U.S.C 3204(a)(1), as implemented by FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements” and is based on the nature of the work to be performed, and the fact that NASA/GSFC currently has a competitive follow-on procurement underway. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Sherika Wilson at Sherika.D.Wilson@nasa.gov no later than 2:00 pm EST on January 30, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
