NASA Glenn Research Center is conducting market research for the Lunar Exploration Ground Sites (LEGS) Public Private Partnership to identify commercial entities capable of providing communications and navigation services for lunar and cislunar missions. The initiative aims to deploy at least three lunar direct-to-Earth ground stations by July 2027, expanding to six by July 2028 and up to nine by July 2029. Services will support missions from geostationary orbit out to 2 million kilometers, with performance locations including a government-furnished antenna at White Sands Complex in Las Cruces, New Mexico. The partnership envisions a firm-fixed-price contract with a minimum five-year period, where the commercial partner integrates government assets and develops additional infrastructure while retaining rights to sell excess capacity to non-NASA customers.
