1) Presolicitation Notice – Synopsis a. Noncompetitive (All) NASA/GRC has a requirement for the critical repairs and refurbishment of the Central Process System equipment located at the Glenn Research Center’s Lewis Field campus. The age and condition of the existing system dictates that infrastructure be repaired or replaced to promote safety, reliability and efficiency of operations for the Center. The scope of this project is as follows: 1) Building 64 Phase 1 Start Breakers demolition and replacement. 2) Replace Desi Burner System in Building 95 demolition and replacement. 3) Central Air Dispatch Pressure Transmitter in Building 64 demolition and Replacement. 4) Central Air Dispatch Temperature Transmitter in Building 64 demolition and replacement. 5) Building 23 UPS Replacement demolition and replacement. 6) Building 64 UPS Replacement demolition and replacement. NASA/GRC intends to issue sole source contracts to acquire the services from VIP Electric, Meilke, and Siemens. These contractors have been successfully performing aspects of the project scope to date and have either already procured, are in possession of, or have placed orders for long lead materials and equipment in support of the remaining work. Maintaining the original subcontractors would ensure project continuity within the critical system operation preventing a substantial duplication of cost for purchased material and equipment to the Government that is not expected to be recovered through competition under the authority of FAR 6.302-1(a)(2). The Government does not intend to acquire a commercial product or commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Douglas Kustra at douglas.c.kustra@nasa.gov not later than 1 pm EST on June 3, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
