NASA’s Glenn Research Center (GRC) intends to negotiate a sole source contract with the City of Cleveland (Cleveland), a municipal corporation of the State of Ohio, for Land Mobile Radio (LMR) Communication Network Services. Specifically, these services will provide NASA/GRC access to operate its Motorola brand-name LMR equipment on Cleveland’s 800 MHz P25 Digital Trunked Radio System installed and maintained by Cleveland’s contractor, Motorola Solutions, Inc. This procurement is being conducted in accordance with FAR Part 12 – Acquisition of Commercial Products and Commercial Services and FAR Part 13 – Simplified Acquisition Procedures. NASA/GRC anticipates awarding a firm fixed-price contract to Cleveland as the only responsible source reasonably available to satisfy the agency requirements under the authority of FAR 13.106-1(b)(1)(i). The applicable NAICS Code is 517112 - Wireless Telecommunications Carriers (except Satellite). Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to the identified point of contact not later than 11:59 a.m. Eastern Standard Time on November 22, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
