This notice is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. 2. This notice is being issued as a Request for Quotations (RFQ) under solicitation number 80GRC022Q00022 for the requirements identified in Attachment 1 - Statement of Work (SOW). The provisions and clauses in the RFQ are those in effect through FAC 2021-07. 3. The provisions and clauses in the RFQ are those in effect through FAC 2021-07. 4. The NAICS Code and Size Standard are 333242 and 1500 employees, respectively. The offeror shall state in their offer their size status for this acquisition. 5. Delivery shall be to Glenn Research Center in Cleveland, Ohio. Offerors shall provide delivery pricing and lead times for both air and ocean freight. Delivery shall be free on board (FOB) Destination. Additional delivery instructions can be found in the SOW and the Terms and Conditions (T&Cs) provided in attachments section of this solicitation and are hereby incorporated into this solicitation. 6. Offers for the items(s) described above are due by November 18, 2021 at 5:00 PM EST to stephanie.c.d’anniballe@nasa.gov and must include: a. Solicitation number b. FOB destination to this Center c. Pricing/Lead Times for air and ocean freight d. Discount/payment terms e. Warranty duration f. Taxpayer identification number (TIN) g. Identification of any special commercial terms, and; h. Signed by an authorized company representative Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL:https://www.gsa.gov/forms-library/solicitationcontractorder-commercial-items 7. All responsible sources may submit a quote which shall be considered by the agency. However, any award from this RFQ shall require the potential vendor to be certified within the System for Award Management System (SAM) and completion of Reps and Certs in the SAM system prior to award at www.sam.gov. 8. The following clauses and provisions are applicable to this combined synopsis/solicitation: 52.212-1, Instructions to Offerors; 52.212-3 Offeror Representations and Certifications—Commercial Items; 52.212-4 Contract Terms and Conditions—Commercial Items; 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items. If the end product offered is other than a domestic end product as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. Additional clauses listed in the T&C attachment are also applicable to this requirement. All offerors will be subject to all identified clauses. These representations and certifications will be incorporated by reference in any resultant contract. 9. This posting, in addition to any attached documents, will be available on www.SAM.gov. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). 10. Prospective offerors are encouraged to notify this office of their intent to submit an offer.
