NASA Glenn Research Center (GRC) has a requirement for an extension of Space Flight Systems Development and Operations Contract II (SpaceDOC II). SpaceDOC II is a Cost-Plus-Fixed Fee (CPFF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract encompasses the delivery of technology development hardware and software, space flight hardware and software, ground support equipment, spare parts, operational support, and research data. This mission-critical work requires the definition, design, development, analysis, fabrication, assembly, test, verification, delivery, and/or operation of space flight systems, associated support systems and equipment, and related ground development activities, that include research and technology developments, supporting NASA space flight missions under the Science Mission Directorate (SMD), Science Technology Mission Directorate, and the Human and Exploration Mission Directorate (HEOMD). To fulfill this requirement, NASA/GRC intends to solicit and negotiate with the current SpaceDOC II contractor, ZIN Technologies Inc., on a sole source basis to extend the current contract’s effective ordering period by an additional eighteen (18) months - from October 1, 2021 through April 1, 2023. The Government intends to acquire a non-commercial 18-month contract extension using FAR Part 15. This extension is intended to cover a period sufficient to allow for the full and open competition for award and transition of a follow-on contract effort. The rationale supporting this sole source extension/acquisition is in accordance with 10 U.S.C. § 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements”. The rationale is also based on the nature of the work to be performed, the need for an extension period, and the fact that NASA currently has a competitive procurement plan underway. Interested organizations may submit their capabilities and qualifications statements to perform the effort electronically via email to leahmarie.koury@nasa.gov not later than 5:00 p.m. EST 7/20/2021. The interested organizations’ capabilities and qualifications statements will be evaluated solely for the purpose of determining whether or not to conduct this 18-month extension/acquisition on a competitive basis – not the follow-on competition. A determination by the Government not to compete this 18-month extension/acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
