AMENDMENT 3 (Issued May 6, 2021) The purpose of this amendement is to extend the due date for responses to this solicitation. The response date is hereby extended by two weeks FROM 4:30 pm EDT on May 7, 2021 TO 4:30 pm EDT on May 21, 2021 on In order to ensure prospective offerors have adequate time to prepare their responses. Additionally, two attachments have been updated to modify the response due date. Older versions of these attachments will still be accepted as this does not represent a substantial change. The two updated attachments are: 80GRC021Q0005 - 1449 Cover Page.pdf and Att C - Sol Provisions and Instr to Offerors FINAL RFQ.pdf. All other conditions and requirements of this solicitation remain unchanged. AMENDMENT 2 (Issued April 22, 2021) The purpose of this amendment is to update Attachment D – Sample BPA Call Submission Template. Between the Draft RFQ and Final RFQ phases, the drawings in Attachment E – Export Controlled Drawings were updated. As a result, the drawing numbers included on Attachment D were incorrect. Therefore, this amendment is issued to align the drawings numbers in Attachments D and E. Requests for extension of this solicitation may be submitted to and will be considered by the Contracing Officer. All other conditions and requirements of this solicitation remain unchanged. AMENDMENT 1 (Issued April 19, 2021) The purpose of this amendment is to change the Response Due Date FROM 4:30 am EDT on May 7, 2021 TO 4:30 pm EDT on May 7, 2021. All other conditions and requirements of this solicitation remain unchanged. ORIGINAL FINAL RFQ (Issued April 7, 2021) Introduction and Background The NASA Glenn Research Center's (GRC) Final Request for Quotations (RFQ) in support of the Mars Spring Tire (MST) Project is hereby issued for competition. The Mars Spring Tire Project at NASA Glenn Research Center is producing Shape Memory Alloy (SMA) Spring Tires for a potential Mars rover mission in 2026. The SMA Spring Tire consists of two subsystems: 1) the tire, which is made of several hundred nickel titanium coiled wires woven into a mesh, and 2) a wheel, which consists of multiple metal parts serving to set the orientation of the SMA mesh and couple the tire to the rover’s drive system. As a result NASA GRC intends to award a Blanket Purchase Agreement (BPA) which is intended to cover procurement of the wheels for this project. This will serve as a single award BPA. Several BPA Calls are expected to be awarded for both prototyping and flight hardware applications. Though the wheel design is still evolving, it is expected that the fabrication and material needs will be fairly standard. NASA anticipates the need for approximately 40 wheels with orders starting in approximately June 2021 and continuing through late 2023. It is critical as NASA approaches the stage of building flight hardware that there is consistency between builds. Therefore, a single vendor is being sought that will be able to consistently produce multiple sets of wheels while minimizing cost, maximizing efficiency, and ensuring consistency and reliability between builds. This requirement has been set aside for small business under the NAICS Code 332710 – Machine Shops. Offerors' responses to this solicitation are required to be submitted via email to noah.s.garrison@nasa.gov no later than 4:30 pm EDT on May 7, 2021. Responses submitted after this deadline will not be accepted. Questions or comments from industry may be subject to public release.
