Previous notices regarding COSMC are: Sources Sought Notice ARC-COSMC-6-15-23, and Special Notice 80ARC024R0001. The principal purpose of this requirement is to provide support to NASA ARC in the performance of Safety, Health, Occupational Safety, Systems Safety, and Mission Assurance cervices at ARC. Additionally, Armstrong Flight Research Center (AFRC) may, on occasion, utilize the contract via task order for supplemental Systems Safety and Mission Assurance (SS&MA) support.

National Aeronautics and Space Administration (NASA) /Ames Research Center (ARC) plans to issue a Request for Proposal (RFP) for Center Occupational Safety, Health, Medical, System Safety, and Mission Assurance Contract (COSMC). Services include supporting Safety and Mission Assurance programs of the NASA ARC administered by the Safety and Mission Assurance Directorate of ARC, also referred to as Code Q. Required services encompass support to the Occupational Safety, Health, and Medical Services Division (Code QH) and the Systems Safety and Mission Assurance (SSMA) Division (Code QS). The purpose of the acquisition is to provide support to the Safety and Mission Assurance Directorate. The acquisition includes both Core and IDIQ functions. The Core consists of Contract Management. IDIQ requirements will be issued through Contract Task Orders in the areas of Training Program Management, Ergonomics Program, Employee Assistance Program, Emergency Response, Mishap Investigation and Data Analysis, Health Physics, Medical Services, Fitness Center, Industrial Hygiene, Occupational Safety, and Systems Safety and Mission Assurance (Chief Safety Officer Support, Risk Management, System Safety, Quality Assurance, Software Assurance & Safety, Reliability and Maintainability Engineering, Operational Safety, Aviation Safety). The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541690 and $19 Million respectively. The anticipated release date of the RFP is on or about March 12, 2024 with an anticipated offer due date of on or about April 11, 2024 All responsible sources may submit an offer which shall be considered by the agency.
