NASA Ames Research Center (ARC) intends to extend contract NNA15BB15C, Entry Systems Technology Research and Development (ESTRAD) with Analytic Mechanics Associates (AMA) on a sole-source basis pursuant to 10 U.S.C. 2304 (c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services with Satisfy Agency Requirements. The purpose of this contract is to provide support services to development of technologies for use in the design and fabrication of prototype vehicles that travel at hypervelocities in the atmosphere of Earth and other bodies in the solar system, including access to Earth orbit and reentry, sustained high-altitude hypersonic flight, planetary entry, and high altitude aerocapture. The performance period will be extended for eight months, consisting of one four (4)-month base period, and four (4) one-month option periods. The period of performance will be extended from December 1, 2024, through July 31, 2025, if all options are exercised. The extension will not increase the current contract value. The extension is necessary to continue on-going mission critical work at ARC pending placement of the competitive follow-on contract for Aircraft and Spaceflight Systems Engineering Support Services (ASSESS). The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform this requirement in writing to the identified point of contact no later than 5:00 pm pacific time on Wednesday, October 2, 2024. Submitted capabilities/qualifications will be evaluated solely for determining whether to conduct this requirement on a competitive basis. A determination by the Government not to compete this proposed requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency.
