NASA/ARC plans to issue a Request for Proposal (RFP) for the Aircraft Systems and Spaceflight Engineering Support Services (ASSESS) acquisition. ASSESS will provide support to NASA/ARC in the performance of scientific research; engineering design, analysis, and development; Technology Readiness Level (TRL) advancement of work associated with evolving NASA missions; implementation of technology programs; test implementation and operations; systems analysis and conceptual design; systems engineering and program/project management support. ARC organizations supported by ASSESS include: Code TS is responsible for the Research and Development (R&D), and application of technologies to enable the design and fabrication of vehicles that travel at hypervelocities through the atmosphere of Earth and other bodies in the solar system, including access to Earth orbit and reentry, planetary entry, and high altitude aerocapture. Code TN is responsible for the development of technologies in Computational Aerosciences, Computational Physics, and Information Technology (IT) to support Aeronautics, Human Exploration, Space Operations and Science Missions. Code AV is responsible for aeromechanics research activities that directly support the civil competitiveness of the United States (U.S.) helicopter industry. Code AA is responsible for the development, test, application and evolution of computational modeling and simulation tools and technologies for system and vehicle conceptual analysis and design in support of the aeronautics and space exploration missions. Code AF is responsible for the development and analysis of requirements and concepts for future Airspace Management Systems including NextGen, Singly European Sky ATM Research (SESAR), and other regional Air Traffic Management relative to Unmanned Aircraft System Traffic Management (UTM) and transformative UTM-inspired airspace concepts. The Government does not intend to acquire a commercial item using FAR Part 12. This acquisition is a total small business set-aside. The NAICS Code and Size Standard are 541715 and 1000 employees, respectively. The anticipated release date of the RFP 80ARC023R0006 is 1st quarter of FY23. All responsible sources may submit a proposal which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
