NASA/Ames Research Center (ARC) is hereby soliciting information from potential sources for delivery, construction, disassembly and removal of two temporary structures including one temporary hangar and one temporary office to be located on a United States Air Force (USAF airbase in the Republic of Korea (Korea) during summer 2022. The National Aeronautics and Space Administration (NASA) (ARC) is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the rental of Temporary Hanger and Office Structures. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. Temporary hangar: NASA has a requirement to rent a temporary aircraft hangar structure for use on a US military airbase in Korea in the summer of 2022. The hangar will be occupied during the months of July and August 2022; therefore, it must be received in Korea, and assembled prior to that time frame and removed after that two-month time period. It shall house an aircraft that is approximately 37.4 meters (m) wide by 20.8m long by 6.3m high, as well as ground support equipment (GSE) – cargo containers, tires, crates, etc. Adding 5m of space laterally, fore and aft of the aircraft, rough hangar dimensions shall be approximately 48m wide by 30m long. The aircraft will carry scientific instruments to investigate atmospheric features in the vicinity. Indoor lighting and protection from sun, up to 56 knots of wind and rain are mandatory requirements. One large door for the aircraft is acceptable but not a requirement. One side of the hangar can be open in lieu of a large door. Additionally, one personnel door and one vehicle/rollup door are also required. Temporary office structure: Near to the hangar above, NASA requires a temporary, air conditioned space in which to perform work on the scientific instruments that will be flown on the aircraft. This shall be a smaller, temporary structure, completely enclosed and insulated, with doors/windows, lighting, air conditioning and a minimum of eight dual-receptacle, ground fault protected 15A/115V junction boxes. The interior shall simulate typical US office spaces in regard to comfort and lighting. Total required office-like workspace is approximately 75-100 square meters. The structure shall include a minimum of one double door of minimum width of 1.1m. The double door allows occupants to enter and leave with instrument carts. NASA will supply overall power via generator(s). Both structures must be affixed to the ground in a structurally sound and reversible manner. Both structures must be erected in accordance with local and base regulations. Personnel will require approval to gain entry to Korea and the USAF base as well as proper documentation to work at the specified location. NASA will work with the USAF to gain access to the base for the selected bidder’s personnel. Visas for any necessary travelers to support this effort shall be obtained by the bidder. Total cost shall include the cost of rental, build, and disassembly; and packaging and shipment to and from Korea. Total cost shall include both structures. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis. Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than ten (10) pages indicating the ability to perform all aspects of the effort. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Past experience with build and/or disassembly of similar structures is of interest. Please advise if the requirement is considered to be a commercial or commercial-type product.
