NASA/ARC has a requirement to increase the estimated contract value of the Technical Services for Aerospace Modeling and Simulation (SimLabs) III Contract 80ARC018D0008. NASA/ARC intends to increase estimated contract value of the SimLabs III Contract to Metis Flight Research Associates, LLC (MFRA) on a sole-source basis using 10 U.S.C 2304 (c) (1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This increase is required due to an unexpected growth in modeling and simulation for Advanced Air Mobility (AAM), Unmanned Aircraft Systems (UAS) in the National Airspace (NAS), Artemis Program, Human Landing System (HLS), and integration of LaRC’s Simulation Aircraft Services (SAS) requirement. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Naomi.Castillo-Velasquez@nasa.gov, not later than 1:00 p.m. local time on February 18, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
