NASA/AFRC requires upgrading Ground Recording System (GRS) units from version 1 to version 2, including calibration of GRS units, chassis upgrades, and hardware inspection and repair. NASA/AFRC intends to issue a sole-source contract to Crystal Instruments Corporation under FAR 6.103-1 because only one responsible source can satisfy the agency’s requirements. The acquisition is planned as a commercial product or commercial service under FAR Part 12. Interested organizations may email their capabilities and qualifications to Roxana Romero and Lyra Bui for evaluation solely to determine whether to conduct the acquisition competitively. The Government retains discretion on whether to compete the acquisition, and NASA Clause 1852.215-84 (Ombudsman) applies.
