NASA's Armstrong Flight Research Center needs technical support services for OEM aircraft engine testing and support. The agency plans a sole-source award to Pratt & Whitney, as the original equipment manufacturer, under the authority that only one responsible source can satisfy the requirement. Interested parties may submit their capabilities and qualifications, which will be evaluated solely to decide whether to compete the acquisition. The government retains sole discretion on whether to conduct a competitive procurement. The acquisition will not be conducted under FAR Part 12 for commercial items.
