This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotes (RFQ) under solicitation number 80AFRC23R0038 for Structural Engineering and Support Services, to include research, development, engineering, design, analysis, fabrication, integration, electronic packaging, hazard analyses, associated flight and ground safety procedures, test operations, and associated support of flight vehicles and ground test hardware to support NASA Armstrong Flight Research Center (NASA/AFRC). The provisions and clauses in the RFP are those in effect through FAC 2023-04 which can be obtained from https://www.acquisition.gov/browse/index/far. The NAICS Code and Size Standard are 541330 – Engineering Services. The applicable size standard is $25.5M in annual receipts. This is an unrestricted acquisition, providing for full and open competition. The offeror shall state in their offer their size status for this acquisition. NASA Clause 1852.215-84, Ombudsman, is applicable. Telephone questions will not be accepted. It is the offeror’s responsibility to monitor this site for the release of amendments (if any). Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). Responses to this combined synopsis/solicitation must be received electronically via email no later than 2:00 p.m. PST on July 18, 2023 to Robbin Kessler at robbin.m.kessler@nasa.gov and Cheryl Shastid at cheryl.shastid@nasa.gov and must include solicitation number 80AFRC23R0038 in the subject line. This RFQ is not an order and shall not be construed as an authorization to proceed with any of the work called for in this solicitation. This RFQ does not commit the Government to pay any costs incurred in the preparation of the submission of quotation or for proposed supplies or services. All responsible sources may submit an offer which shall be considered by the agency. The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines. Failure to submit a complete electronic proposal by the due date and time specified for RFQ shall result in the proposal being considered late and shall be handled in accordance with 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (Mar 2023).
