NASA’s Science Mission Directorate (SMD) Airborne Sciences Program (ASP) is conducting market research, for planning purposes only, regarding interested small businesses, preferably small disadvantaged businesses, who are capable of providing a replacement to the NASA DC-8 aircraft. Vendors may provide information related to multiple aircraft to include: Boeing 767 series Boeing 777 series Airbus A330 series Responses must provide the following information: 1) Company name, mailing address, and point of contact (name, telephone number and e-mail address). 2) Company’s size standard based on NAICS Code 336411. Small business concerns are defined as 1500 employees or less. 3) For each aircraft identified by the vendor, provide the following: a. Make and model of the aircraft, to include a full report and aircraft logs (tail number, age of aircraft, flying status, flight hours, landings, dates of last inspection, dates of next inspection, location, etc.) b. Engine status and history. Are engines leased or owned by the current operator? If leased, what motors will be included with delivery of aircraft? c. Damage history to the aircraft. d. Summary of required ground support equipment, to include any aircraft specific or unique support equipment. e. Current airworthiness status. f. Aircraft specifications, to include any aircraft modifications. g. Photographs of the aircraft. h. Estimated price of the aircraft. i. Any other additional data related to the aircraft to assist the Government in developing the requirement for planning purposes. 4) Offeror’s capability to fully complete all necessary FAA paperwork to register and transfer aircraft to NASA. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the solicited information. This RFI is for planning purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. The provided information may be utilized by the Government in developing the requirement. Any proprietary information that is submitted may be used in establishing the requirement but specific information labeled as Confidential will be safeguarded as proprietary. Potential respondents to the RFI shall submit a “Notification of intent to submit a response to the RFI” to the below identified Points of Contact (POCs). The notification shall identify the respondent’s contact information. Upon receipt of a notification of intent to submit, the respondent will receive a link for response submittal.
