(Refer to attachment 80AFRC22R0011 Amendment 0001). This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) under solicitation number 80AFRC22R0011 for Engineering and Technical Services (ETS) providers to support NASA Armstrong Flight Research Center (NASA/AFRC) Structural Dynamics Group. NASA/AFRC Structural Dynamics Group plays a critical role in determining the airworthiness of AFRC’s flight test aircraft and flight test articles. The airworthiness process at AFRC evaluates the project’s design, testing, analysis, and flight test plan to ensure all safety-of flight requirements are being met. NASA/AFRC’s goals are to achieve a flutter-free flight envelope 15% greater than the expected flight envelope for each aircraft/flight test article in-order to demonstrate aeroelastic airworthiness. This can require extensive ground testing and analysis methods to support the demonstration of sufficient flutter margins for the airworthiness assessment. The provisions and clauses in the RFP are those in effect through FAC 2022-07 which can be obtained from https://www.acquisition.gov/browse/index/far. The NAICS Code and Size Standard are 541330 – Engineering Services. The applicable size standard is $22.5 million in annual receipts. The offeror shall state in their offer their size status for this acquisition. NASA Clause 1852.215-84, Ombudsman, is applicable. Telephone questions will not be accepted. It is the offeror’s responsibility to monitor this site for the release of amendments (if any). Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). Respones to this combined synopsis/solicitation must be received electronically via email no later than 12:00 p.m. PST on September 7, 2022 to Robbin Kessler at robbin.m.kessler@nasa.gov Lauren Bechel at lauren.bechel@nasa.gov and Gail Anton at gail.t.anton@nasa.gov and must include solicitation number 80AFRC22R011 and title Engineering and Technical Services (EST). This RFP is not an order and shall not be construed as an authorization to proceed with any of the work called for in this solicitation. This RFP does not commit the Government to pay any costs incurred in the prearation of the submission of quotation or for proposed supplies or services. All responsible sources may submit an offer which shall be considered by the agency. The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines. Failure to submit a complete electronic proposal by the due date and time specified for RFP shall result in the proposal being considered late, and shall be handled in accordance with 52.212-1 Instructions to Offerors – Commercial Products and Commercial services (Nov 2021).
