NASA/AFRC has a requirement for parachute manufacturing, testing, and operating expertise; quasi-static uniaxial fabric testing; and adherence method development to NASA. The Contractor will prepare a minimum of 36 test articles for NASA, with an option for NASA to order additional test articles. NASA will also have the option to order a sub-scale parachute as outlined in the Requirements. The Contractor will provide telephone/video consultation during the extent of the period of performance. To minimize costs on this EPIC Project the EPIC team would like to provide the Digital Image Correlation (DIC) equipment (if available) and NASA personnel to operate DIC equipment as needed. NASA/AFRC intends to issue a sole source contract to acquire the services from Airborne Systems North America of CA Inc., located at 3100 W. Segerstrom Ave., Santa Ana, CA 92704-5812, under the authority of FAR 6.302-1. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Contracts Specialist Tiffany Goodwin at tiffany.n.goodwin@nasa.gov or Contracting Officer Robbin Kessler at robbin.m.kessler@nasa.gov not later than 9:00 a.m. PST on August 18, 2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
