NASA Armstrong Flight Research Center (AFRC) has a requirement to purchase five Pratt and Whitney JT9D-7J aircraft engines three of which shall have over 8,000 cycles remaining for the Boeing B747SP aircraft to support the NASA SOFIA Science program and mission. NASA AFRC intends to acquire the supplies directly from Royal Flight of Oman. Authority for this action is Federal Acquisition Regulation is 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(1) – Only one responsible source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Rosalia Toberman at rosalia.toberman-1@nasa.gov and Jamill Hayes at jamill.m.hayes@nasa.gov not later than 12:00pm PST on April 29, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
