NASA Armstrong Flight Research Center (NASA/AFRC) has a continuing need for the housing, maintenance, and operation of NASA’s FAA certified, Level C, ID#29, 747-200 full-motion flight training simulator. The continuing requirement includes (1) the operation of the FAA Certified fully-functional flight training simulator ready for critical NASA flight crew training activities, (2) the maintenance, storage, and utilities for the NASA 747-200 simulator, (3) conducting aircrew training for proficiency checks, landing currency, and initial qualification, and (4) maintain the Level C FAA certification. NASA/(AFRC) intends to acquire the continuing services directly from Air Training Support, Inc. 7347 S. Revere Parkway, Centennial, CO 80112. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(1) – Only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Rosalia Toberman at rosalia.toberman-1@nasa.gov and Jamill Hayes at jamill.m.hayes@nasa.gov not later than 12:00pm PST on April 06, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis and to determine the appropriate level of small business participation at both the Prime and Subcontracting tiers. As such, capability statements must include anticipated subcontracting goals for the following categories: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
