NASA Armstrong Flight Research Center (NASA/AFRC) has a requirement for supplies, support and maintenance to the SOFIA 747SP aircraft while it is deployed in Cologne, Germany. Supplies include, engine oil, breathing oxygen, nitrogen for servicing of struts and tires. Equipment will include access stands, jack stands, special tools to resolve aircraft issues, technical support to resolve aircraft issues and repair of aircraft structure or control surfaces if necessary, to maintain SOFIA in an airworthy condition. NASA/(AFRC) intends to acquire the services directly from Lufthansa Technik AG (the only Line Maintenance facility located at the Cologne Bonn airport with maintenance facilities and access to supplies and shops required to maintain the SOFIA aircraft). Authority for this action is Federal Acquisition Regulation is 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(1) – Only one responsible source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Rosalia Toberman at rosalia.toberman-1@nasa.gov and Jamill Hayes at jamill.m.hayes@nasa.gov not later than 12:00pm PST on Feb 10, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
