NASA Armstrong Flight Research Center (NASA/AFRC) has a requirement for sustainment services and supplies associated with maintaining flightworthiness of the GE F414-100 engines during Phase 1-3 flight activities. NASA/AFRC intends to issue a sole source contract to acquire the services from General Electric (GE) Aviation in accordance with (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" as they are the original equipment manufacturer (OEM) of the GE F414-100 engines. The Government does not intend to acquire a commercial item using FAR Part 12. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 5:30 p.m. PST on March 1, 2021. Such capabilities/qualifications will be evaluated for the purpose of determining whether or not to conduct this procurement on a competitive basis and to determine the appropriate level of small business participation at both the Prime and Subcontracting tiers. As such, capability statements must include anticipated subcontracting goals for the following categories: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. NASA Clause 1852.215-84, Ombudsman, is applicable.
