This purpose of this Amendment No. 1 to the combined synopsis/solicitation 80AFRC21Q0009 is to provide technical clarifications for the 7,000 Gallon Aviation Fuel Tender/Refueler Truck. The subject aviation refueler truck will be used to exclusively to refuel Global Hawk aircraft. The Global Hawk airframe requires the use of an over-wing hose system. There is no requirement for an underwing hose system. Companies shall acknowledge receipt of all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/solicitation and a written amendment will not be issued. The due date for receipt of offers is not extended. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested pursuant to the solicitation attached to this notice. This notice is being issued as a Request for Quotations (RFQ) under solicitation number 80AFRC21Q0009 for one (1) replacement 7,000 Gallon Aviation Fuel Tender/Refueler Truck as described in Attachment 1, named 7K Refueler Specifications), to support on-going flight operations. The provisions and clauses in the RFQ are those in effect through FAC 2021-05 This acquisition is a total small business set-aside. The NAICS Code and Size Standard are 336120 and 1500, respectively. The offeror shall state in their offer their size status for this acquisition. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Armstrong Flight research Center Bldg. 4876 Lilly Drive Whse# 6, Edwards, CA 93523 is required within 30 days after receipt of order. Questions regarding this acquisition shall be submitted in writing to Robbin Kessler and Lauren Bechel via email at robbin.m.kessler@nasa.gov, lauren.bechel@nasa.gov no later than 12:00 p.m. PDT on July 22, 2021. It is the offeror's responsibility to monitor this site for the release of amendments (if any). Potential offeror's will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). Offers for the items(s) or services described above are due no later than 12:00 p.m. PDT on July 30, 2021 to Robbin Kessler and Lauren Bechel via email at robbin.m.kessler@nasa.gov, lauren.bechel@nasa.gov and must include, solicitation number, FOB destination to this NASA Armstrong Flight Research Center, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. This RFQ is not an order and shall not be construed as an authorization to proceed with any of the work called for in this solicitation. This RFQ does not commit the Government to pay any costs incurred in the preparation of the submission of this quotation or for proposed supplies or services. All responsible sources may submit an offer which shall be considered by the agency.
