NASA Armstrong Flight Research Center (NASA/AFRC) has a technical requirement to modify the Stratospheric Observatory for Infrared Astronomy (SOFIA), Boeing 747SP Mission Control and Communication System (MCCS) and Telescope Assembly Servo Controller Unit (TASCU). The requirement for the design, testing, parts kits, and installation of a ventilation system for the MCCS and TASCU. The modification work is to be completed concurrently with the SOFIA aircraft platform heavy C-Check maintenance schedule requirements to be performed by Lufthansa Technik AG. NASA/(AFRC) intends to acquire the services directly from Lufthansa Technik AG (i.e. (SOFIA Partner DLR’s chosen C-Check provider). Authority for this action is Federal Acquisition Regulation is 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(1) – Only one responsible source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Rosalia Toberman at rosalia.toberman-1@nasa.gov and Jamill Hayes at jamill.m.hayes@nasa.gov not later than 12:00pm PST on August 13, 2020. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
