This is a combined synopsis/solicitation for commercial products and services, prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. No formal solicitation package will be issued. Solicitation number 22-62 is being issued as a Request for Quotation (RFQ) for an annual lease, with option to purchase or lease for an additional year, a brand name, proprietary Velo3D Sapphire Manufacturing System. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 effective 26 May 2022. IAW FAR 6.302-1(c)(1), the National Aeronautics and Space Administration (NASA), George C. Marshall Space Flight Center (MSFC) intends to award one (1) purchase order to and negotiate only with Velo3D, Inc. (CAGE 7YEJ7) 511 Division Street, Campbell, CA 95008, the only known source of supply. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This requirement is not being set-aside for small business. The applicable North American Industry Classification System Code is 333249, formerly 333248. The small business size standard is 500 Employees. FOB Destination is required to NASA MSFC, 4707 Apollo Road, Huntsville, AL, 35808. Delivery, setup, and successful operation is required within 30 days of award. It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis to Velo3D, Inc. (CAGE 7YEJ7) 511 Division Street, Campbell, CA 95008, as a result of this combined synopsis/solicitation. Only the items specified in this announcement will be considered for award. Prospective contractors who believe they can successfully fulfill the requirement must provide specific, detailed documentation with clear traceability to the Original Equipment Manufacturer (OEM), to support such claims of abilities. The Government will review any submittals received in response to this notice prior to 3:00 PM Central Daylight Time (CDT) on August 23, 2022. It is requested that your quote remain valid through September 30, 2022. All documentation must be submitted via email to kathrena.r.haefler@nasa.gov and sadie.m.moulton@nasa.gov.
