Cross-Cutting Program Support (CCPS) Kiribati Threshold Program Pre-Solicitation Notice/Draft SOW On September 25, 2023, the Government of the United States of America, via the Millennium Challenge Corporation (MCC), and the Government of Kiribati (GoK) signed a Threshold Program Grant Agreement (Grant Agreement) with the objective to facilitate decent and inclusive employment for the citizens of Kiribati. The Mwakuri Aika Nakoraoi Ibukin Maeuraoimi Project (the “MANIM Project”) (“The Project”) consists of three activities: Mwakuri Aika a Raraoi Ibukimi 1 Activity (the “MARI 1 Activity”): Ministry of Employment and Human Resource (MEHR) Capability Building Mwakuri Aika a Raraoi Ibukimi 2 Activity (the “MARI 2 Activity”): Worker Protection and Family Resilience Uaiakinan ao Uarokoan Toronibwaia I-Kiribati Activity (the “UUTI Activity”): Youth Skills Camps and Scholarships In order to implement the MANIM Project, MCC seeks a contractor to execute four cross-cutting programmatic activities and one optional activity related to program closure. The one optional activity will be executed by MCC at a later date if deemed appropriate. The four programmatic activities and the optional closure activity are as follows: a) Support to Problem-Driven Iterative Adaptation; b) Project Monitoring Hub; c) Travel and Meeting Support; d) Communications Support and e) Program Closure (optional activity). This is a pre-solicitation notice for MCC’s Cross-Cutting Program Support (CCPS) requirement in support of the Kiribati THP. The objective of this notice is to provide and seek feedback on the draft statement of work (SOW) and staffing qualifications for the CCPS requirement. The draft document is provided as an attachment to this notice. Please continue to monitor www.sam.gov for the release of the solicitation. All necessary information will be supplied at the time the solicitation is posted on www.sam.gov. The solicitation, once posted, is expected to have a closing date of approximately one month thereafter. At this time, the solicitation is expected to be released on or about November 20, 2023.
