MCC has two investment modalities – Thresholds and Compacts. Earlier Threshold Programs were strictly focused on addressing (improving or fixing) specific compact eligibility criteria and were implemented by USAID. Current Threshold Programs are implemented through contracts managed by MCC and are focused on specific sector policy deficiencies that establish a link between the Threshold Program and potential future Compact programs. These programs are heavily focused on testing the host government’s commitment for policy and sector reforms. These programs are typically two to three years long and have ranged $7-$55 million and have averaged approximately $20 million. Compacts are five-year programs and focus on both policy reforms and infrastructure investments. Compacts have ranged from $66 million to $698 million and have averaged approximately $350 million. Compacts are implemented by the host government entities (typically called Millennium Challenge Accounts or MCAs). MCC provides guidance and operational policies for implementation. MCC closely monitors the program through regular reporting from the MCAs, regular communication with the MCA professional staff and periodic site inspections. MCC requires a firm to provide a wide range of technical assistance tasks in the areas of energy to support early stage development of MCC’s Threshold Programs and Compacts. (see attached RFQ)
