This soli... The Millennium Challenge Corporation (MCC) is issuing this solicitation for the purpose of entering into a Contract. MCC will conduct this acquisition in accordance with FAR Parts 12 and 13. This solicitation does not commit the Government to pay any costs for the preparation and submission of your proposal. It is also brought to your attention that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed requirement. DESCRIPTION Interim Procurement and Interim Financial Agent Blanket Purchase Agreements (BPA) MCC is seeking support to facilitate procurement and financial management activities during Compact or Threshold Program (THP) development and preparation for/transition to implementation until an Accountable Entity’s (AE) Procurement Agents (PA) and Fiscal Agents (FA) are contracted and mobilized. The Contractor will be required to field teams of procurement experts and/or financial experts to provide support for the development and preparation for implementation of multiple compacts/THPs in one or more MCC partner countries concurrently or with substantial overlap. The Government contemplates award of two (2) or more Blanket Purchase Agreements (BPAs) resulting from this solicitation but reserves the right to award a single BPA. Offerors may submit quotations for the IPA, IFA, or both. SOLICITATION TECHNICAL INQUIRIES AND QUESTIONS All questions/inquiries concerning the solicitation document must be submitted by e?mail (no faxes or telephone calls please) to the Contract Specialist, no later than October 3, 2023 at 12:00 pm Eastern Time. Questions shall be e?mailed in MS Excel to Michael Glimp, Contract Specialist, glimpmd@mcc.gov and Taylor Wolf, Contracting Officer, at wolftj@mcc.gov. PROPOSAL SUBMISSION Offeror’s proposal MUST cite the primary Solicitation Number in the submission. The Offer must be submitted no later than November 1, 2023 at 3:00 pm Eastern Time. Late Offers will not be accepted. Offerors shall only submit one proposal in response to this solicitation. Alternate proposals and/or solutions will be rejected. Offers must include the technical, past performance and business volumes, and must be submitted via email to the Contract Specialist at glimpmd@mcc.gov and Taylor Wolf, Contracting Officer, at wolftj@mcc.gov.
