The purpose of Amendment 0001 is to: - Provide answers to questions received from interested offerors; - Revise Section C.6 of the RFQ as indicated in the answers to the questions; and - Revise Section M.5 of the RFQ as indicated in the attachment. All other terms and conditions remain unchanged. _______________________________________________________________________________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. (i) The solicitation number is 95332422Q0058. This solicitation is issued as a request for quotations (RFQ). (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 (effective May 26, 2022). (iii) This solicitation is not a set aside. (iv) Contract line item number(s) and items, quantities and units of measure are included in Section B of the solicitation. (v) The Millennium Challenge Corporation (MCC) is seeking contractors to design and implement a phased strategic communications plan to enhance MCA-Nepal’s media and community engagement, as well as a strategy for the development of local advocacy campaigns to be used in communities surrounding various MCA-Nepal project sites. (vi) Dates and places of delivery are included in the solicitation document. Acceptance is at the Government location and all deliveries are FOB destination, if applicable. (vii) The provision at FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services applies to this acquisition. Addenda are included in the solicitation. (viii) The provision at FAR 52.212-2, Evaluation – Commercial Products and Commercial Services applies to this acquisition. The following evaluation criteria are hereby included in paragraph (a) of the provision: Technical Capability Past Performance Price (ix) FAR 21.212-3: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certifications electronically in the System for Award Management (SAM), accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision. (x) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services (base clause and Alternate I), applies to this acquisition. Addenda are included in the solicitation. (xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders – Commercial Products and Commercial Services, applies to this acquisition. See Section I for the additional FAR clauses that are applicable to this acquisition. (xii) The contracting officer has determined that additional terms and conditions (MCC-specific clauses) are necessary for this acquisition. However, the terms and conditions are consistent with customary commercial practices.
