MCC requires an experienced contractor to support MCC’s Human and Community Development (HCD) practice group by providing a wide range of technical consulting services in in the areas of health, education, and workforce development. The exact scope and volume of the due diligence work required under this contract is dependent on which countries are selected as MCC countries, as well as country-specific needs and preferences. The mission of MCC’s Human and Community Development (HCD) practice group is to enhance people’s choices by expanding their capacities to lead healthy lives, be knowledgeable and productive, and come together to address common problems. This is a multi-faceted and lifelong process that requires building both human capital – predominately through education and health investments – as well as social capital – predominately through investments in community development and participatory approaches to development. Broadly speaking, HCD’s portfolio consists of programs focusing on technical interventions relating to health, education, and workforce development. Fundamental to the success, impact, and sustainability of any MCC investment – regardless of technical sector – is the sense of ownership and responsibility for the investment beneficiary communities and groups feel. This is much more likely to occur when the investment contains the principles and practices of community and participatory development. Health: No matter what the country context, individuals can not contribute fully to the economic growth and civic life of a country if they are not healthy and capable of taking part in the education and training that underlies economic participation, whether in jobs or through entrepreneurship. Those who exist at a subsistence level are often malnourished and focused on survival; they lack the energy and time to undertake civic engagement. To promote a healthy population, MCC health programs focus on the health and viability of human capital through health system strengthening, maternal and child health, nutrition, and water, sanitation, and hygiene. Education: MCC’s education programs focus on improving teaching, learning, and student achievement. Past programming has focused primarily at strengthening education at the secondary, post-secondary, and tertiary levels as a strong foundation for productive work and civic participation. Our focus on teacher education, curriculum improvements, modernizing the learning environment, specialized education programs focused on science, technology, engineering and math education (STEM), and expansion of education services to underserved groups have yielded better quality education that is available to more students. Workforce Development: MCC’s focus on employability (often called “skills”) generally entails Technical and Vocational Education and Training (TVET) and related activities under MCC programs designed to ensure that individuals can contribute to the economic growth of the country. Specifically, programs focus on helping individuals find and succeed in work, as well as promoting growth in productive sectors by expanding skilled human capital. A major objective of our TVET focus is to improve the alignment of training programs with workforce needs, often engaging directly with the private sector to define and implement TVET activities. Another important aspect of MCC’s TVET programming is ensuring that the workforce has the skills needed to implement and sustain MCC investments including infrastructure investments.
