This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and it incorporates the provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2022-04, effective as of 30 January 2022. Announcement Number: 95332422Q0016 Title: Senior Human Resources Specialist Position Information: Intermittent Personal Services Contractor (PSC) One (1) one-year (1,664 hours per year), renewable for up to 4 years at the sole discretion of the Government. Pay Band: 3B $102,700 - $171,700 ($49.21 - $82.27 per hour) https://www.mcc.gov/careers/pay-bands The PSC may receive a pay supplement of 30% of the employee’s direct labor cost in lieu of fringe benefits. AMENDMENT 0001 The purpose of this amendment is to respond to questions received for the Senior Human Resources Specialist Intermittent PSC RFQ. All other terms and conditions remain the same. The following questions and responses are hereby incorporated into the solicitation: 1. How is the pay supplement applied? The pay supplement is applied to the base rate per hour amount. Example: Direct Labor ($20.00/hr. Base Rate | $20.00/hr. Basic Rate + 30% Pay Supplement = $26.00/hr.) 2. Is holiday pay authorized when the holiday falls on a regular scheduled workday? If the PSC was originally scheduled to work on that day “the holiday”, the PSC will be permitted to get the holiday off and get paid for it. 3. What does "direct labor cost" refer to? Direct labor is the “base rate”. For example, the 3B pay band as outlined in the solicitation, has a base rate of $49.21 - $82.27 per hour. The per hour rate is multiplied by 1,664 hours per year (the number of annual hours for an Intermittent PSC), which will give the annual salary. This is all “direct labor cost”. AMENDMENT 0002 The purpose of this amendment is to: 1) extend the closing date from Friday, February 25, 2022 at 5:00 PM ET to Tuesday, March 1, 2022 at 5:00 PM ET; and 2) Incorporate Changes. Changes are as follows: (1) Page 12 of 73, Delete Submission Deadline "5:00 pm Eastern Time (ET), 25 February 2022 (Friday)" and Replace with 5:00 pm Eastern Time (ET), 1 March 2022 (Tuesday). (2) Page 16 of 73, a) Required Qualifications, Delete 7.a.1. "At least seven (7) to ten (10) years of experience in federal HR, specializing in staffing for an international, pay banded organization" and Replace with "At least seven (7) to ten (10) years of experience in federal HR, as a federal employee or contractor, specializing in staffing for an international, pay banded organization." All other terms and conditions remain unchanged.
