The responses to questions are attached as a separate document and the solicitation changes are highlighted in yellow. Offerors must acknowledge the Amendment 0001 in their Cover Letter. All other terms and conditions remain unchanged. --- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and it incorporates the provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2020-07, effective as of 31 August 2020. The purpose of this Request for Quote (RFQ) is to procure DCO HCD Social and Behavioral Change (SBC) Consulting Service. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is conducted in accordance with FAR Parts 12 Acquisition of Commercial Items and 13 Simplified Acquisition Procedures. The COVID-19 Pandemic is impacting MCC’s Compact Development process. As of this solicitation posting, the extent of the impact remains unknown. Due to this uncertainty, various aspects of the requirement may change, e.g. the scope, period of performance, etc. The Government will determine the materiality of these changes to decide whether to engage the offerors for discussion.
