The purpose of this contract is to Design and Implement ... The Millennium Challenge Corporation (MCC) intends to award a non-competitive contract modification to Mathematica Policy Research, Inc. (MPR). The purpose of this contract is to Design and Implement an Independent Evaluation of the Zambia Compact’s Lusaka Water Supply Sanitation and Drainage (LWSSD) Project. This action will be supported by a Justification for Other than Full and Open Competition (JOFOC), per FAR 6.303. The MCC requires additional tasks (identified in the attached JOFOC) to Update Evaluation Design Report, Develop Endline Evaluation Materials and Supervise Endline Data Collection. To preserve the integrity and consistency in the evaluation and to avoid duplication of efforts and additional costs to the Government, it is necessary to increase the ceiling and extend the period of performance for the MPR contract. Industry is hereby notified of MCC’s intent to contract directly with MPR; credible and clearly justified expressions of interest received within five business days of this posting will be considered before proceeding with this non-competitive action.
