This is a Request for Information (RFI) to obtain capability statements and potential feedback for an upcoming Library of Congress (LOC) requirement. The solicitation is not expected until Quarter 1 of fiscal year 2024. Specifically, the Library of Congress (Library) requires contractor support services to provide periodic preventative maintenance of vintage equipment used at NAVCC, its facility in Culpeper, Virginia. The Packard Campus for Audio Visual Conservation maintains an archival film preservation laboratory tasked with housing, restoring and making accessible to the public the world’s largest collection of motion picture films. The film lab consists of a preparation area with nine (9) inspection stations, as well as a range of historic and contemporary equipment used in the preservation of historic film formats. The film lab makes extensive usage of contact and optical printers. The film lab is supported by nine staff members. Contractor shall provide periodic maintenance services, and equipment repair services, for the NAVCC film preservation equipment, both historical and contemporary. Contractor shall provide qualified technicians to perform these maintenance and repair services, in accordance with the requirements of the contract. All capabilities statements received shall be reviewed to help the Library inform its possible future solicitation decisions relating to this requirements. Participation in this RFI is voluntary only and is no guarantee of future business. As an RFI, this is NOT an official solicitation. The Library is not seeking to obtain proposals or quotes at this time as a result of this notice. The Library is seeking simple capability statements from potential offerors as a way to perform supplemental market research. No contract shall be awarded as a result of this RFI. An official solicitation will be forthcoming at a later date. This notice solely constitutes market research. Capability statements are being requested to query the market, but they shall not be considered quotes or proposals. Under no circumstances shall any expenses be repaid as a result of contractor engagement with RFI this notice. Offerors are encouraged to ask questions or provide feedback so that the LOC may enhance its understanding to reflect a more accurate business environment. Also attached is a draft Statement of Work. Offerors are encouraged to provide feedback on this document as well, and all comments/questions/suggestions shall be considered (this is not a guarantee that they will be answered to reflect in the final solicitation). Finally, rough orders of magnitude in terms of pricing are also being asked for. Please note, these would be estimates only and serve only the purposes of market research. This RFI is being issued in accordance with FAR 52.215-3, and includes the following applicable terms from that clause: Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
