The Library of Congress (Library) requires contract support to purchase a chromatic confocal linescan probe for use with the IRENE system (Image, Reconstruct, Erase Noise, Etc.) currently in use in the PRTD lab. This acquisition will include a confocal line sensor, associated probe, shipping, and one-year warranty. This probe will replace an existing, outdated probe in order to improve the scanning of fragile, damaged/broken and obsolete media. This replacement probe will take advantage of progress in confocal probe instrumentation that allows output of three to four times more light, which reduces exposure times, and allows a larger image capture area in a more timely manner with higher fidelity and sensitivity. The Library of Congress, Contract and Grants Directorate, intends to award a sole-source firm fixed price contract to Precitec, Inc located in Wixom, Michigan to fulfill this requirement. The estimated period of performance is from 8/15/2022 - 8/14/2023. Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached Draft Statement of Work. Please note, the "date of award" in this notice is the Library's estimated award date. The total value of the contract is below the simplified acquisition thereshold established at $250,000.00. The capability statement must not exceed five (5) double-spaced pages and shall include the following information: 1) Company name, DUNS number, address, point of contact, phone number, and e-mail address 2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) 3) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and Capability statements or comments relating to this Notice of Intent should be directed to Brian Curl, Contract Specialist at bcurl@loc.gov and James Robinson, Contracting Officer at jarobinson@loc.gov . Please indicate in the subject of your e-mail: "Intent to Sole Source - Chromatic Confocal Linescan Probe ". If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole source award to Precitec, Inc is posted with this notice. In addition, this public notice also performs the following: This announcement constitute the only public notice, proposals are not being requested from other parties and a written solicitation will not be issued. In addition, This public notice accomplishes the following: Notice of the LC’s intenttto sole source this requirement to the business listed herein; Synopsizing the requirements in accordance with the FAR; and Publically posting the approved Justification and Approval (J&A) to the public in advance of the contract award rather than after award. As a result of this, a second posting of the J&A is not required after the award has been made. As a result of this public posting, this shall be the only notice issued. A separate award notice and a separate J&A posting shall not be performed, as all public information is being accomplished via this public notice.
