It is anticipated that the formal Request for Proposal will be posted to SAM on March 29, 2023 for a full and open competition. This presolicitation notice is for the benefit of interested parties, however, no responses to the notice and attached Performance Work Statement (PWS) are being solicited at this time. Addiitonally, vendors may register for the site visit at this time (see below). This notice of the site visit is being provided in advance of the formal solicitation to allow vendors the maximum oppurtunity to consider their attendance. The solicitation will be available prior to the site visit. The Library of Congress requires contractor support to implement the approved design plan for the new Thomas Jefferson Building Retail Shop. The contractor shall provide project management services, custom retail fixture fabrication, site preparation and installation services to execute the approved design as outlined in the Retail Shop Construction Documents (CDs) Package of drawings, specifications, concept and other supporting documents. Services will encompass the manufacturing of the custom Retail Shop casework, laminated glass arches, new egress signage, display components and accessories, and all services required to prepare the site and install the components in the North and South Corridors of the Jefferson Building. The contractor will have the overall responsibility for project and construction management and reporting and shall complete the project as near to February 2024 as possible without consequence to the caliber of the work and design and while abiding by review and Quality Assurance processes laid out in the PWS. Please see the PWS attachment for additional information. *SITE VISIT INSTRUCTIONS* Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The purpose of the visit is to give potential offerors a tour of the Library’s facilities. Although attendance is recommended, it is not a prerequisite for offer submission. A site visit for interested vendors will be held on Wednesday, April 5, 2023 at 9:00AM eastern time. Attendees should come to the following address: Library of Congress, Thomas Jefferson Building 101 Independence Avenue S.E. Washington, DC 20540 Attendees should arrive to the Jefferson Building by 9:00AM eastern time and be prepared to pass through a security screening. Library representative(s) will be located inside the screening area to meet site visit attendees. The site visit will begin in the Thomas Jefferson Building Great Hall, South Corridor and consist of a walkthrough of the requirement’s demolition, preparation and installation sites. Potential offerors interested in attending the site visit must send their company name and the name(s) of attendees and contact information, including email and telephone number, to Contracting Officer Michael Schuman at mschuman@loc.gov and Contract Specialist Colleen Daly at cdaly@loc.gov no later than 3:00PM eastern time on April 3, 2023.
