The Library requires contract support to perform upgrades to the SBM platform and conduct migration from Oracle to MS SQL Server database. This includes testing in the non-production environment and verification in the production environment after implementation. The period of performance is July 1, 2019 through June 30, 2020 Please see the attached draft Statement of Work for more details. The Library intends to fulfill this requirement by issuing a sole source contract award to Micro Focus. Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached draft Statement of Work. The capability statement must not exceed five (5) double-spaced pages and shall include the following information: 1) Company name, DUNS number, address, point of contact, phone number, and e-mail address 2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) 3) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and 4) Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to Micro Focus is posted with this notice. A modification to upgrade the Serena Business Module platform to take advantage of new features and to migrate from Oracle to Microsoft SQL Server Database platform in the Library of Congress environment and then move to the Human Capital Directorate (HCD) application to the Vendor SERENA AWS GovCloud will be incorporated into the awarded contract LCHRS19F0029 in accordance with FAR 13.106-3(a)(2)(i). The modification will include design, set up of environment and installation and configuration of the Development, Test and Production enviornments and monthly monitoring and maintenance of cloud environment, patching and updates.
